Chief Investigator Victor B. Smith II
Victor Smith grew up in the Goodwill / Fiske Union area of West Carroll Parish. At a very young age he wanted to help people and serve his community. In elementary school, Victor was an active member of the junior firefighters at the Fiske Union Volunteer Fire Department. Throughout high school he continued to serve with the Fiske Union Fire Department and the Oak Grove Fire Department. He attended both classes and training with the fire departments. These classes included completing Apparatus Practices in 1997, Water Hauler Recertification and MCTO Decision Making in 1998, Municipal Fire School Structural Fire Fighting, Rescue and Extrication, and Vehicle Rescue and Fire Behavior in 1999. All of these classes were accredited through Louisiana State University. Victor graduated from Oak Grove High School in 1999.
In 2004, Victor answered his calling to protect and serve and was hired by the Oak Grove Police Department. He served as a patrolman and very quickly became involved with narcotics investigations. Victor attended the P.O.S.T. Academy in Caddo Parish in 2005, and earned several certificates which including chemical weapons, sharpshooter, and martial arts to name a few. He has earned a countless list of certifications during his law enforcement career. Just to name a few: numerous training and classroom hours in narcotics investigations, fingerprinting, voice analysis, emergency medical services, forensic interview and interrogation, crime scene analysis, and homicide investigations. Victor is a certified homicide investigator and has been a member of the Louisiana Sheriff’s Association Violent Crimes & Narcotics Task Force since 2005. He is also a member of the Louisiana Homicide Investigators Association, Regional Organized Crime Information Center, and Louisiana Narcotics Officers Association. He was also a member of the North Louisiana Drug Enforcement Bureau from 2008 through 2012. Victor has earned numerous college credits through Louisiana State University and Louisiana Delta Community College.
Victor and his wife Shawn have been married since 2005; and they have one daughter, Lillie Grace. Victor, Shawn, and Lillie Grace are active members of Oak Grove Church of God in Oak Grove. Victor likes to spend his free time with his wife and daughter camping and fishing.
