Jerry Philley is a lifelong West Carroll Parish resident who brings with him over 48 years of law enforcement experience. He served as a Criminal Investigator with the U. S. Army and a Patrol Officer with the Monroe Police Department. In 1976, Jerry began his career with the West Carroll Sheriff’s Department serving as a patrol deputy. In 1980, he was promoted to Chief Criminal Deputy, a position he held for 17 years. In 1998, Jerry accepted a position as a Law Enforcement Coordinator with the Regional Organized Crime Information Center. Jerry served for 10 years managing 178 law enforcement agencies in Louisiana and Arkansas. In 2007, Jerry returned home and was elected Sheriff of West Carroll Parish. He was sworn in as Sheriff in 2008 and has served in that position for 10 years.
Jerry has earned an endless list of certifications in his career ranging from narcotics investigations, forensic pathology, crime charting, emergency medical services, fingerprinting, and voice analysis to name a few. He has been named the 2013 – 2014 lawman of the year. He currently serves as the Board Chairman of the North Delta Law Enforcement Academy and Board Chairman of the Regional Organized Crime Information Center covering a 14 state region. Jerry attended the FBI National Sheriffs’ Institute in 1989 and has earned 196 college credits from the Northeast Louisiana University, Northwestern State University and the University of Virginia.
Jerry and his wife Elizabeth “Betty” have been married for 44 years, and they have one son, Jon, who is a deputy with the St. Tammany Parish Sheriff’s Department. Jerry and Betty are active members of the Macedonia Baptist Church. Jerry likes to spend his free time working as a cattleman and has previously served as District Vice President of the Louisiana Cattleman’s Association and President of the West Carroll Cattleman’s Association.
Sheriff Philley’s vision for the future of West Carroll Parish is based upon 5 decades of service in law enforcement and close working relationships with West Carroll communities, courts, and the surrounding law enforcement agencies.
